Using Ward’s Agglomerative Hierarchical Cluster Analysis, three estimates were conducted by gradually adding new variables to examine group formation. The methodology revealed regional patterns in learning and quality-of-life indicators, suggesting that per capita income alone does not fully explain educational outcomes and that FUNDEB resources may be insufficient to ensure improvements. Clusters are not necessarily composed of geographically neighboring municipalities, as similarities can occur irrespective of spatial proximity. The study also underscores the limitations of the method and highlights the need for complementary approaches to achieve a more comprehensive analysis. ER -
