CULTURE IN A PUBLIC ORGANIZATION: AN ANALYSIS OF THE CULTURAL CHANGE SEEN FROM CULTURAL PERSPECTIVES

Resumo


This article analyzes the form of sharing of organizational culture, and how this interferes in the process of cultural change in a public organization from a process of modernization initiated in 1995. It is a study carried out in a Brazilian public organization belonging to the direct administration of one of the states. For this study, the Meyerson and Martin(1987) theoretical-methodological proposal was used. The discourse analysis in the dimensions of figures and themes by Fiorin (2008) was used as a research methodology. The data were collected from semi-structured interviews and through documents of the organization and the unions that work with the employees. The data indicate that the strategy of top management was based on the concept that the organization is a cultural unit; a similar situation to the behavior of actions by the unions. They also indicate that the different groups that were analyzed have few values that are shared entirely. The perspective of differentiation and fragmentation are more present in the cultural context. The data indicate that the difficulties inherent to the process of cultural change were located mainly in the various interpretations that the organizational actors have about the artifacts that are inserted in the organization.
