ORDEN GLOBAL, ORDEN IRRACIONAL: EL PROTOCOLO DE KYOTO, EL MECANISMO PARA UN DESARROLLO LIMPIO Y LOS BONOS DE CARBONO; ALGUNOS EJEMPLOS EMPÍRICOS DEL CASO ARGENTINO
Abstract
Sinônimo de uma racionalidade absoluta que redesenha territórios e lugares em função dos interesses do capital e o governo mundial, o ordem global pode ser definido como um arranjo social, econômico, político e territorial hegemônico que é irracional para todos os atores, com exceção de aqueles que se beneficiam com a introdução desse modelo. Compreendendo o Protocolo de Kyoto como uma regulação ambiental global funcional nos interesses dos agentes da globalização, neste trabalho se efetua uma abordagem crítica dos mercados internacionais de carbono, e particularmente, do Mecanismo de Desenvolvimento Limpo (MDL), a partir de uma análise comparativa da experiência internacional e algumos exemplos empíricos do caso argentino, para desmistificar a falsa lógica ‘ambiental’ por trás das tentativas de mitigar o problema do aquecimento global do clima, desmascarar sua verdadeira racionalidade mercantil y revelar as contradições e paradoxos que, a nível global e nacional, detém essa faceta do ordem global.
