The Impact of the Post-Pandemic Context on the Implementation and Effectiveness of the WTO Trade Facilitation Agreement in Brazilian Customs Operations

Abstract

This article analyzes how the post-pandemic context has influenced the implementation and effectiveness of the World Trade Organization Trade Facilitation Agreement in Brazilian customs operations. Using a qualitative approach based on bibliographic and documentary reviews, the research investigates how TFA-driven reforms impacted aspects such as procedural automation, regulatory governance, operational efficiency, and administrative cost reduction. The study also explores how the COVID-19 pandemic accelerated digitization processes while exposing institutional and structural gaps that limit the agreement’s benefits. The findings highlight significant progress, including customs modernization and strengthened integration mechanisms, but also identify challenges related to infrastructure and interagency coordination. This work provides recommendations to enhance the resilience of Brazil’s customs system, making it more robust and prepared for future crises.
