China’s presence in Africa |An Interpretative Proposal Between International Political Economy And Foreign Policy Analysis

This paper aims to investigate the growing presence of the People's Republic of China in Africa through a framework that seeks to amalgamate the fields of International Political Economy (IPE) and Foreign Policy Analysis (FPA). The two sub-disciplines developed, to a large extent, from the 1960s and 1970s. While IPE sheds light on the complex interactions between States and markets, FPA is committed to unraveling the idiosyncrasies of decision-making processes, opening the “black-box” and questioning theoretical schemes based on the conception of the State as a billiard ball. Therefore, this article intends to unveil Africa's place within Chinese geostrategy in the capitalist interstate system and the foreign policy actors involved in this process. To do so, we analyze the particularities of the so-called “oil diplomacy” through brief case studies on Chinese involvement in Angola and Sudan.References
