Differentiated citizenships in forced removal in the city of the World Cup and the Arena Pernambuco:
technical morality on the urban margins

This article addresses forced displacements of families caused by the State during the 2014 FIFA World Cup in Recife, It shows state intervention shaping political subjectivities differently according to changing alliances between agents. Participant observation, experience narratives, interviews and examination of documents show a temporal sequence (planning, implementation, abandonment) of implementation of the large investment plan. The study shows differential impacts on political involvement and the creation of variable subjectivities related to their treatment irrelated to removal and the effects on their post-displacement life. Interaction with NGOs, faith-based organizations, government agencies, and allied social groups elicits different compensations, omissions, and promises, including eviction, resettlement, and monetary compensation in two different stages, using tactics of demoralization, institutional metamorphosis, and planned abandonment. Hierarchies intensify, housing becomes more precarious, political and social resistance are weakened and all these aspects show the cration of differential citizenships.
