GESTÃO URBANA E DILEMAS NO PODER LOCAL: INTERNIDADE E DISPERSÃO EM TERESINA (PI)
Abstract
O presente texto tem como objetivo analisar a gestão democrática da cidade, com base na discussão das teias de relações contidas nas instâncias de participação cidadã. A realidade a ser investigada revela a produção de um “invólucro urbano” que está sendo gestado por ações políticas e culturais que parecem dispersar ou dissolver o poder local, pondo, assim, em questão o planejamento da cidade. A discussão foi feita através das investigações realizadas na cidade de Teresina, capital do Estado do Piauí, com a intenção de refletir as instâncias de participação, utilizando como exemplo o Orçamento Popular, o Plano Estratégico – Agenda 2015, bem como os efeitos do Estatuto da Cidade, do Conselho de Desenvolvimento Urbano e as Audiências Públicas.
