Emerging vulnerability to danger linked to droughts in the argentine semi-arid environment: the example of the province of La Rioja

As a natural and historic phenomenon, common in the arid and semiarid regions of the world, droughts occur gradually in space and time. A society’s ability to adapt to the effects of climate variabilities is not only dynamic, but also depends on several interrelated factors, including governmental institutions and their ability to manage them, national income, health and available technology. Upon each episode of drought, natural resource managers and public policy formulators highlight the complexity of the series of impacts associated with said events, and the need for a management with a more proactive and risk-based approach. Thus, this paper seeks to establish the intensity of the vulnerabilities to the occurrence of events that lead to meteorological scarcity in the province of La Rioja, Argentina, in order to understand their dynamics. The spatial analysis of the physical and social vulnerabilities is based on the multiple-criteria method and weighting of the variables by means of the Analytic Hierarchy Process - AHP model. Therefore, this study responds to the need to overcome the lack of knowledge of the risks faced by the population and to support the governments in the development of preventive actions and disaster risk reduction plans, prioritizing their actions based on the needs of each province, in a comprehensive perspective, even in the face of the changes to the climate scenarios associated with projections SSP2-4.5 and SSP5-8.5, from the IPCC to 2100.
