DO SERTÃO SECO NORDESTINO AO NÚCLEO DURO DE POBREZA ARGENTINO – POTENCIALIDADES E LIMITAÇÕES AO ACESSO À ÁGUA
Abstract
Do semiárido nordestino brasileiro ao noroeste argentino o processo histórico de luta pelo direito à água tem estreitos laços com o enfrentamento à pobreza entendida não somente como mínimo poder aquisitivo, mas relacionado com o nível de existência de sua população. No Brasil, a perspectiva da convivência com o semiárido cada vez mais ganha corpo e se traduz em ações práticas para a solução de questões pontuais há tempo reivindicadas a exemplo do que vem fazendo a Articulação com o Semiárido Brasileiro. Na Argentina, os moradores dos chamados Núcleos Duros de Pobreza e Miséria encontram-se diante do dilema da expansão agrícola e mudanças tecnológicas e buscam soluções contextualizadas com suas realidades. Neste trabalho, apresentam-se avanços e desafios para o acesso à água - revelados na pesquisa - inseridos nessas duas regiões semiáridas latino-americanas sob a ótica da articulação, enfrentamento à pobreza e do desenvolvimento local.
