GESTÃO INCLUSIVA DE RESÍDUOS SÓLIDOS
Abstract
Na maioria das grandes cidades da América Latina e Ásia, milhares de pessoas, no Brasil chamados de catadores(as), trabalham na coleta seletiva informal ou organizada em cooperativas ou associações, às vezes com apoio do governo municipal. Os resíduos sólidos recicláveis são coletados, separados, prensados e redirecionados para a indústria da reciclagem. Algumas cooperativas já adicionam valor aos seus produtos, como acontece na região do ABC, onde catadores(as) transformam a garrafa PET em varal e comercializam o produto. As cidades em que o governo local apoia e remunera o trabalho da coleta seletiva - como por exemplo em Londrina e Diadema, no Brasil – podem atingir importantes ganhos sociais e ambientais através do serviço prestado pelos catadores(as). Esse trabalho gera benefícios ambientais porque recupera matérias-primas que causariam poluição em lixões e aterros ou através da incineração. Quando resíduos sólidos são recuperados para o reúso ou a reciclagem, automaticamente se reduz tanto a necessidade de extração de novas matérias primas, quanto se diminui a geração de gases eliminados na decomposição (como o metano, por exemplo) ou na incineração (por exemplo: dioxinas, furanos ou hidrocarbonetos), que são responsáveis pela poluição e podem causar mudança climática. As atividades relacionadas à reciclagem geram trabalho e renda para inúmeras pessoas e, portanto, contribui para a redução da pobreza e de todas as suas conseqüências sociais e econômicas para a comunidade local e de forma geral. A principal preocupação dos catadores hoje, no entanto, é a expansão da incineração que destrói matéria-prima e valiosos postos de trabalho, além de contaminar o meio ambiente. O presente artigo introduz questões relevantes acerca da gestão de resíduos sólidos com a inclusão social de catadores e catadoras.
