INSTRUMENTOS DE GESTÃO PARA A DRENAGEM URBANA NA PERCEPÇÃO DA POPULAÇÃO DO CABO DE SANTO AGOSTINHO/PE
Abstract
A falta de um modelo de gestão para a drenagem urbana municipal e a ausência de políticas para ocupação do solo, possibilitou a impermeabilização progressiva do solo e o aumento de cheias naturais no município do Cabo de Santo Agostinho. O Plano Municipal de Redução de Risco, elaborado em 2006, mapeou 30 setores com riscos de inundações e alagamentos. O manejo das águas pluviais urbanas, pensado de forma sustentável, se caracteriza em um grande desafio, podendo ser mais bem definido em sua legislação urbanística e ambiental. O objetivo desse trabalho é avaliar a percepção da população situada nas áreas de riscos sobre a possibilidade de dispor de uma legislação específica para o controle da drenagem urbana, com aplicação de medidas não-estruturais. Para tanto foram realizadas entrevistas junto às comunidades afetadas. Os resultados obtidos apontaram a necessidade de revisão dos instrumentos de regulamentação, com inserção de medidas voltadas para o controle na fonte geradora, a criação de uma taxa, de um fundo monetário e a gestão compartilhada dos sistemas considerando as bacias hidrográficas, como atributos que agregariam sustentabilidade ao sistema de drenagem urbana do Cabo de Santo Agostinho.
