Geopolítica e geoeconomia dos recursos hídricos na América do Sul: algumas considerações para a discussão sobre integração regional
Abstract
O principal objetivo deste artigo foi contribuir nos debates sobre as abordagens transescalares, considerando a escala do regionalismo supranacional, a partir do tema de geopolítica e geoeconomia dos recursos naturais, destacando os recursos hídricos.
O artigo abordou as potencialidades hídricas da América do Sul e seus principais usos; a securitização como estratégia de defesa dos recursos naturais na América do Sul, observando discursos e ações; a adoção do chamado modelo neoextrativista na gestão estatal dos recursos hídricos no subcontinente e foram discutidas algumas das consequências socioeconômicas e ambientais da dinâmica recente dos recursos naturais na América do Sul, apontando que o atual modelo vigente no subcontinente exporta recursos hídricos em grande quantidade juntamente com suas commodities, trazendo preocupação a visão da água como uma mercadoria, sem considerar o valor social e ambiental da água e a necessidade de tratar os recursos hídricos de forma securitizada. Foram priorizadas as discussões que envolviam a Bacia Amazônica e a Bacia Platina, as mais importantes da América do Sul.
