NAS PRÁTICAS POLÍTICAS DE SAÚDE, O EXERCÍCIO DO CONTROLE DO ESPAÇO
Abstract
Este artigo apresenta uma reflexão sobre a política de descentralização da saúde (o SUS) em Sergipe a partir da análise dialética, na qual a categoria da totalidade foi buscada para explicar a política de descentralização como uma forma de expansão do acesso pela universalidade dos serviços de saúde, mas que representa, sobremodo, a apropriação privada desses serviços através de uma rede seletiva e precariamente hierarquizada. A pesquisa realizada permitiu compreender as contradições que envolvem uma política pública necessária, mas que tem viabilizado a expansão do setor privado por organizar, distribuir, localizar e selecionar o que, como e quem tem acesso aos serviços e ações de saúde. Os sujeitos sociais (agentes de saúde, gestores, usuários, médicos, conselheiros, funcionários da enfermagem) envolvidos no processo foram ouvidos, assim como foram necessárias análises das informações oferecidas pelos órgãos públicos com a finalidade de interpretar e confrontar as informações fornecidas para apreender o objeto de estudo na sua totalidade, percebendo as mediações e determinações que envolvem uma teia de relações entre o público e privado na medida em que o financiamento na saúde pública é reduzido e as tradicionais relações paternalistas têm promovido a mercantilização da doença e a permanência da saúde como moeda de troca.
