Avaliação de políticas de desenvolvimento rural para o Semiárido: o agronegócio da fruticultura irrigada e os assentamentos rurais.
Abstract
O estudo avalia dois tipos de políticas de desenvolvimento rural no Semiárido com o objetivo de refutar a tese do determinismo geográfico a qual postula que a seca como principal obstáculo do desenvolvimento do Semiárido. A política de irrigação no oeste do Rio Grande do Norte e leste do Ceará e a política de fomento à agricultura familiar através dos assentamentos rurais. Foram levantados os dados socioeconômicos de municípios das microrregiões da Chapada do Apodi e Açu-Apodi, onde há tanto a agricultura irrigada quanto assentamentos, localizado próximo à bacia hidrográfica, e municípios do Vale Verde no leste do RN, onde todos os municípios têm assentamentos rurais, mas é uma região mais seca. Constata-se que a pobreza não é determinada pela condição climática, senão fruto de uma história marcada por políticas públicas que reforçam a concentração fundiária na região. A pesquisa aponta que o agronegócio da agricultura irrigada não aumentou a renda do trabalhador nos municípios onde predomina o agronegócio em relação aos demais municípios e, conseqüentemente, não gera desenvolvimento social. O aumento do PIB em função da política de irrigação não implica em melhoria das condições sociais comparado com os municípios da região mais seca onde predomina a agricultura familiar.
