The public enterprise of mixed economy ADECE and the territorial transformations

Abstract

The purpose of this article is to investigate the participation of companies in decision-making in public administration. Such companies are registered as mixed economy companies, becoming public companies. The documentary research points to the Development Agency of the State of Ceará - ADECE, a public institution of mixed economy that participates indirectly in the Government of the State of Ceará. Through its actions, the state of Ceará has been managing the interests of companies with tax incentive laws seeking to foster development under the accumulative logic of capital to the disadvantage of less profitable productive forces. Within this logic, this model of public administration gives rise to new social actors and new labor relations. Thus, two questions emerge: When did the idea of the participation of joint-stock companies in public administration first appear in the process of the development of society? And how does this participation impact the peasant's way of life? In view of the above, there is room to affirm that the imposed colonization model is perpetuated, in a power relationship between the dominators and the dominated, especially in the imaginary through media advertisements to the detriment of peasant agriculture by highlighting the model of corporate agricultural production, ordered by political and administrative decisions that prioritize business interests rather than social demands.
