Hierarchy of indicators related to the implementation of the right to rural housing

Abstract

The right to life and dignity. Healthy housing is associated with public policies such as sanitation, transportation, employment, and income, all of which affect quality of life and health. In this context, the present study, based on a literature review, addresses the prioritization of indicators related to realizing the right to housing in rural areas. After the introduction, a brief distinction is made between rural and urban spaces, emphasizing the interactions and interdependence between these areas. The study then discusses the search for references to establish criteria and the steps for selecting attributes and indicators relevant to the right to adequate housing in rural settings. The research was conducted through searches on platforms such as Medline and Scielo, as well as governmental sources. The selection of attributes is also addressed. The selected attributes include cost, availability of services and infrastructure, appropriate location, and non-discrimination. Thus, this study suggests that the prioritization of criteria and the development of an indicator of physical vulnerability of rural housing constitute an important tool for decision-making, allowing for better resource allocation and more effective interventions. The analysis also highlights the interdependence of criteria and the importance of an integrated approach to monitor and detect various aspects that influence the quality of housing in rural areas and the realization of the right to housing.
