ESTRUCTURA AGRARIA Y POBREZA: CONSIDERACIONES Y ASPECTOS DE LA RURALIDAD EN LA PROVINCIA DE TUCUMAN (ARGENTINA)
Abstract
El escenario económico y social de la Argentina de la década del ’90 (marcados por los ajustes estructurales provenientes de la aplicación de políticas neoliberales) han mostrado fuertes efectos sobre el sector agropecuario (incremento de precios en productos e insumos, falta de acceso al créditos, etc) y las manifestaciones en cada una de las economías regionales han sido bien diferenciadas. Dentro del Noroeste Argentino, la provincia de Tucumán en este escenario económico ha mantenido su economía centrada en las actividades primarias, particularmente, en la producción de caña de azúcar. Si bien, se han generado otros complejos agroindustriales como el del citrus (limón) o se han expandido otras producciones como la de soja, su desarrollo se plasmó en una marcada especialización territorial, bajo una estructura agraria fuertemente polarizada en términos de capital y concentración de tierra. Al mismo tiempo, el deterioro en la calidad de vida y el incremento de la pobreza reflejan los impactos de tales transformaciones, tanto en áreas rurales como urbanas. En este sentido, este trabajo pretende dar a conocer los caracteres más relevantes de la estructura agraria y la población rural en la provincia de Tucumán, registrados hacia fines de la década del ’90 e inicios del siglo XXI, como también indagar sobre los procesos de crisis y exclusión social registrada en aquel momento.
