O EXTRATIVISMO ARTESANAL FRENTE AO EXTRATIVISMO ESPOLIADOR: AS RESERVAS EXTRATIVISTAS COMO INSTRUMENTO DE GARANTIA DOS TERRITÓRIOS PESQUEIROS NO BRASIL
Abstract
Como povos extrativistas, as comunidades que praticam a pesca artesanal são diretamente afetadas por um projeto de desenvolvimento essencialmente desigual, elitista e autoritário, levado a cabo pelas políticas desenvolvimentistas implantadas pelo Estado e seus governos. No entanto, onde existe conflito há também resistências, que constroem-se e manifestam-se por diversas lutas e estratégias, dependendo das tensões e das possibilidades conjunturais. Nesse sentido, as Reservas extrativistas vêm representando desde a década de 1990 um instrumento de luta por garantia e proteção dos territórios de povos extrativistas, como das comunidades de pesca artesanal. Esse artigo é parte de resultados iniciais da pesquisa de tese de doutorado e tem dois objetivos centrais: em primeiro lugar discutir acerca da importante diferença entre o extrativismo praticado por povos e comunidades tradicionais e o extrativismo capitalista; e em segundo lugar visibilizar e analisar os processos de luta, implantação e gestão compartilhada da e na Resex frente ao capital e ao Estado. A área de estudo é a Resex Acaú-Goiana, criada no ano 2007 e localizada entre os estados da Paraíba e Pernambuco.
