Assessing the role of green recruitment and selection in enhancing human capital development in local government service commission, Ikeja, Lagos state

This study investigates the role of green recruitment and selection (GRS) in enhancing human capital development (HCD) within the Ikeja Local Government Service Commission, Lagos State. The study adopted the quantitative research design. Using a survey of 331 employees, the study applied validated scales from Tang et al. (2018) and Vidotto et al. (2018). Results show a positive relationship (R = 0.608, R² = 0.370) between GRS and HCD, with eco-friendly recruitment significantly boosting skills and competencies (B = 0.750, p < 0.001), while environmental awareness in selection had a negative effect (B = -0.585, p < 0.001). The findings suggest GRS address skills mismatches and improve service delivery. The study recommends digital recruitment and eco-focused job criteria for administrators, while urging policymakers to integrate GRS into HR frameworks to support national sustainability goals. It also fills a gap in GHRM research within Nigeria’s public sector.
