Gestão de Riscos Climáticos: Avanços e Desafios no Semiárido Nordestino

Approximately 3.6 billion people live in contexts vulnerable to climate change. Hydrological extremes, such as droughts and floods, are risk factors for meteorological and climate phenomena that characterize semiarid environments. This study examines the extent to which water resource governance in the semi-arid Northeast considers climate risks. This research uses a qualitative approach through the strategy of a simple case study in the state of Ceará. It is based on interviews with 28 participants who work in water management in the state. The results indicate that the management of climate risk in the EC presents a series of evolutions and challenges to be configured in a perspective of governance of water resources. The observed evolutions culminated in an institutional structure for the management of water resources, together with an extensive water infrastructure that includes reservoirs, wells, water transport systems and connections interconnecting the various river basins. The set of these initiatives significantly increased the security of the water supply and provided greater resilience during periods of water scarcity. The main challenges are the development of strategies that encompass the alignment of the environmental policy with the water resources policy, debating the themes of climate change within the committee meetings, continuation of the state water resources policy and the efficient use of water resources for the various uses. In short, this study has theoretical implications for water resources governance by proposing a climate risk management model.
