The research aimed to analyze a set of data related do population characteristics and behaviors with potential to respond to droughts and floods in the Piracuruca River Sub-basin (PRS). The Sub-basin is located in the semiarid region of Northeastern Brazil (NEB), between the states of Ceará and Piauí, where it drains an area of 7,704 km2. For operationalization of the study, information was obtained from 18 variables – demographic, educational and income – for the two hundred and ninety-six census tracts entered in the PRS, from the database of the Brazilian Institute of Geography and Statistical (BIGS). The research employed multivariate statistical model Factor Analysis (FA) and Principal Components Analysis (PCA) method. Of the 18 original variables, only variable C14 (Total nominal monthly income of improvised private households) was eliminated, as it presented a commonalty coefficient below 0.5. Four Factors were extracted, the Factors 1 and 2 contributed positively to increase the population potential to respond to droughts and floods, while Factors 3 and 4 contributed to reduce this potential. When grouped, the Factors indicated that predominance in the high Criticity Sub-basin predominates, which is distributed among eighty-seven (29.4%) sectors of the Sub-basin in question.
