Abstract

This article discuss the implications and perspectives arising from the reform of Brazilian Governmental Accounting, through the convergence process due to the approval of the Brazilian Accounting Standards Applied to the Public Sector (NBCASP), which is being conducted by the Federal Accounting Council (CFC) and the Brazilian National Treasury Agency (STN). The results show that the reform will promote appropriate distinction between the public budget and accounting, the adoption of accrual accounting for public assets and changes in the content of financial statements which will increase the fiscal transparency of governments. The prospects associated with the reform refers to the use and implementation of the depreciation cost of the subsystem, designed to bring the search for efficiency in the Brazilian public sector, beyond the possibility of widespread recognition, evaluation and presentation of state assets, such as real estate, infrastructure and property in common use. On the other hand, knowledge about the costs of government actions tends to affect the process of preparing budgets, which, with the focus on performance, would use the term "cost" in the allocation of resources to institutions, programs, projects and public activities.
