The Inclusion of the Construction of the Technological Center of Shrimp in the Public

Abstract

Rio Grande do Norte- a federal estate of Brazil – has a wonderful natural environment for

production of shrimp, however the local farmers suffer with the drawbacks that stem from the lack

of technology and scientific knowledge to support this activity. This paper aims to describe how the

set up of Centro Tecnológico do Camarão (Technological Center of the Shrimp) have begun to take

part of the government public agenda. The identification of the problem with a theme of public

authority competence and with clear notoriety for the local population, all together with the action

of different authors have been helping for the incorporation of the theme in the public agenda. To

not adopt this problematic/subject in the agenda could led to a crisis in great dimensions. The

impact would be beyond the carciniculture sector, affecting other activities. In consequence the

perspective of development of the Rio Grande do Norte estate would be negatively affected in

terms of social and economic development.
