Critical Factors of ERP Sucess in a Public Organization and Institutional Pressures

The objective of the research was to analyze how the management of the Critical Success Factors “implementation leadership” and “system limitations” influence the implementation of ERP in a public organization, considering the institutional pressures. The concepts used in the investigation were institutional pressures and aspects about the critical factors addressed. The case study analyzed the implementation of an ERP at a Federal University and used data collected through interviews, documents and non-participant observation. The main findings indicate that institutional pressures exert influences that make the management of the FCS elements difficult. In addition, evidence was found that institutional pressures may moderate the implementation project, but do not determine its success.
