Transvestite Diplomacy
Analyzing how Brazil interacts with the demands of the LGBTQI+ community in the national and international scenario

We understand that Law - domestic or international - is a dispute field for the protection of vulnerable subjects, in which Brazil has acted as a regional leader in the protection of gender and sexuality minorities in regards to certain episodes in the XXI century. However, alarming rates of violence against the Brazilian LGBTQI+ population have shown that challenges to decent living conditions persist. Therefore, this work aims to understand how the Brazilian political agenda for the protection of LGBTQI+ people has been organized. It is also interested in analyzing the manifestations of this political agenda in domestic and international spaces. We apply the qualitative Actor-Network method to analyze four cases that frame Brazil in different moments of debate: the reactivity of the Brazilian parliament to LGBTQI+ demands between the period from 2003 to 2010; the 60th meeting of the United Nations Commission on Human Rights, 2004; the hearing of the 162nd Extraordinary Period of Sessions of the Inter-American Commission on Human Rights (IACHR), in 2017; and the Brazilian performance in the report on Avances y Desafíos Hacia el Reconocimiento de los Derechos de las Personas LGBTI en las Américas, published by the IACHR, in 2019. The results of this study confirm Brazil's regional leadership in advancing the protection of sexual diversity and identify a powerful advocacy network in favor of the safeness of sexual and gender minorities. Nonetheless, they also point out that the advancement of the international discussion for LGBTQI+ Rights is conditioned by the political agendas of the States under negotiation and influenced by their political and economic objectives. Nor does it escape the game of partisan interests in the domestic sphere. Therefore, it is concluded that the protection of Human Rights (and especially LGBTI Rights) is vulnerable to the instabilities of the IS, and we find in Brazil - through the four cases studied - the intensification of disputes that contribute to this diagnosis.
