Regulatory Convergences and Divergences in Non-Mandatory Internships: A Comparative Study of Federal Universities in Brazil’s Northeast Region

Abstract
This article presents a comparative study of the legal instruments adopted by federal universities in Northeast Brazil to regulate non-mandatory internship programs. The objective is to identify convergences, divergences, gaps, and regulatory trends, considering national legislation, particularly Law No. 11,788/2008, and the pedagogical role of internships. The methodology is based on documentary and content analysis of institutional resolutions, ordinances, and calls for applications. The results show general compliance with federal legislation but reveal significant asymmetries in selection criteria, supervision, workload, definition of competencies, and evaluation mechanisms. It is concluded that normative heterogeneity reflects different governance models and institutional priorities, indicating the need for more integrated regulatory guidelines among federal higher education institutions.
