Objective: to develop and validate a competency matrix for nurses to address social inequalities in their training. Method: a methodological and quantitative study conducted in accordance with Pasquali’s psychometric framework, structured in three stages: a scoping review, matrix construction, and expert validation. For the third stage, the Delphi technique was applied in two rounds, with consensus set at >80%. The content validity coefficient was used to assess the level of agreement among experts, with a threshold of >0.80. Data were analyzed using descriptive and inferential statistics. Results: during the matrix construction phase, four competency domains were defined, organized into increasing levels of complexity (Identification, Analysis, Actions, and Transformation), comprising 15 general competencies and their corresponding actions or specific competencies. Following consensus, the four domains remained, though some competencies were adapted. In the second round of the Delphi technique, the instrument's criteria achieved agreement levels above 80.0%. The assessment levels were statistically significant. Conclusion: the matrix is expected to contribute to the enhancement of nursing education and to the validation of competencies necessary to adequately address social inequalities, in alignment with standards of technical excellence and social responsibility.
