Mental health: civil commitment and a right for all
Resumo
It is known that the National Conferences on Health and Mental Health have constituted fundamental devices of participation, social control, democratic discussion and summary of the guidelines that originate policies, besides indicating the operational measures in these areas in Brazil.
The first National Health Conference held in 1987 in the context of the principles and guidelines of the 8th National Conference on Health landmark in the field of health and building the National Health System which was the focus of discussions centered model of impasse in the hospital and predominantly based on medical-psychiatric model, considered inefficient and costly for users and society, violating fundamental human rights.
The second National Conference on Mental Health, held in 1992, represents a most significant advance in the implementation of SUS which included extensive mobilization stages municipal, state and national levels. Stands out positively expressive participation of users and families with a way to deepen the criticism of the hegemonic model but also formalized the outline of a new care model, significantly different that substantially affects the logic, concepts, values and structure health network and concrete way of dealing with people with experience of mental disorders, from their citizenship rights.
The third National Conference on Mental Health, held in 2001, occurred after one year of approval of the new Federal Law on Mental Health (Law No. 10 216, 06/04/2001). In this, there is a mobilization on the mental health field, in response to the concerns expressed since the II Conference and the current manifestations of the various organizations, social movement leaders and sectors of the field that culminated in the convening of the Third Conference (Resolution No. 310/CNS of 04/04/2001).
The Law of Psychiatric Reform, as it is known reaffirms the state's responsibility, as public policy on mental health, which concerns the guarantee of assistance and the promotion of health activities for people with mental disorders, with due participation of society and family, which will be provided in mental health facility, thus understood the institutions and facilities that provide health care to patients with mental disorders.
Passed nearly a decade, historically, when I write this editorial ends with the Fourth National Conference on Mental Health, unpretentious analysis of the event, establishes the commitment of mental health as a right and obligation of all. In this perspective, takes into account the advances and challenges, new and old, in agreement to intersectorial ways, the consolidation of the network of psychosocial care, recognizing the social movements and the generation of employment and income, a means for the improvement of life and mental health care on a territorial basis. Thus, it is foreseeable based on the enrollment of subjects in the world, a society of control, permeated by the bombardment of information from science and technology innovation requires a redefinition of work processes and training of human resources in health, particularly in nursing as a social commitment.
