Adaptation and learning as promoting factors of the effective use of information systems
a study in public environments

Information systems have the potential to improve the efficiency and quality of public sector services. However, effective use of these systems is essential to achieving these benefits. The theory of effective use suggests two types of actions that promote effective use: adaptation and learning. Thus, analyzing adaptation and learning as factors that promote the effective use of information systems in the context of public organizations should help institutions and expand the theory of effective use. In this sense, the general objective of this working paper is to estimate the effect of adaptation and learning factors in promoting the effective use of information systems in Brazilian public organizations. The results of this work can help managers to better promote the effective use of systems and achieve higher levels of performance.
