Multilevel Relationship of Competencies for Innovation in the Brazilian Public Sector

Objective: To demonstrate the relationship between organizational, team, and individual competencies for innovation in the public sector.
Method/Approach: A quantitative approach was used through the application of an electronic questionnaire with 674 voluntary participants from all Brazilian states. Inferential correlation statistics and multivariate logistic regression were used to test four hypotheses.
Results: The hypotheses were confirmed regarding the existence of a significant positive correlation between the levels of competencies (organizational, team, and individual), as well as the existence of prediction of the presence of a competency at one level in relation to the other two levels, with ascending and descending effects.
Theoretical/Practical/Social Contributions: This study contributes by statistically confirming that the construct of competencies is a multilevel phenomenon and that there is a predictive relationship between the different levels for the presence of another level. It reinforces the need for the development of multilevel competencies to increase the likelihood of demonstrating competencies at other levels, thereby improving the services provided to society by organizations, teams, and individuals with the necessary competencies to innovate.
Originality/Relevance: This study provides empirical evidence of the effects of the multilevel relationship of competencies for innovation in the public sector by demonstrating the statistically significant interrelationship between each level of analysis, thus allowing a broader understanding of the phenomenon studied.
