Critical Reflections on the State and Society in Mozambique

Abstract

This study analyzes the main socio-political and economic challenges of Mozambique, with emphasis on education, the Single Salary Table (TSU), municipal elections, the fight against terrorism in Cabo Delgado, social inequality, and citizenship. The research adopts a qualitative approach, combining semi-structured interviews with academics and social scientists, documentary analysis, and the observation of official reports. The findings reveal an education system in crisis, marked by structural deficiencies; technical and political weaknesses in the implementation of the TSU; and electoral processes constrained by governance challenges. Progress has been noted in the fight against terrorism, though still limited by institutional gaps, while the persistence of inequality remains a major obstacle to development. The study concludes that urgent structural reforms are required, alongside stronger institutions, the promotion of social justice, transparency, and active citizen participation. It contributes to the debate on public policies in Mozambique by proposing pathways to reduce inequalities and consolidate democracy.
