Abstract

The article introduces a discussion on the advance of an international trend towards the (re)nationalization of basic sanitation services and, seeking to identify its main causes, contrasts it with the emergence of private models for managing these services in Brazil. Based on the theoretical perspective of collaborative urban governance, the study aims to investigate the possible implications for Brazilian cities of the adoption of private models in the management of water and sanitation services. To this purpose, it uses a methodology that combines a literature review, documentary research and image geoprocessing. The research includes relevant data on the institutional mechanisms used to attract the market to the sanitation sector in the country, with the aim of gaining a deeper understanding of the Brazilian scenario and the advance of private management models. The results indicate a significant increase in private investment in the sector since 2018, suggesting that these investments could expand the coverage of sanitation infrastructure in several cities. On the other hand, it points out that the logic of the market can lead to an increase in tariffs, a widening of inequalities in access and a loss of state capacity to respond to sectoral problems. The text emphasizes the need to reflect on market expansion in the sanitation sector in Brazil and suggests that future studies discuss the challenges of delegating essential public services to private entities, focusing on the difficulty of foreseeing all contingencies in long-term contracts.
