Todas as formas políticas são organizações de forças, diria Weber, iniciando seu capítulo sobre estruturas do poder. Não se pode acreditar, porém, que a expansão romana seja exclusivamente uma destinação consciente de Roma através de suas elites dirigentes. A expansão continental de Roma foi Influenciada por interesses capitalistas, embora não condicionada exclusivamente pelos mesmos. Deve ser levado em conta, no entretanto, que os condicionamentos econômicos, fatalmente, no seu processo de dinamização, modificariam não somente a estrutura econômica, mas também as formas poucas, de acordo com a sua directibilidade e intensidade.
All political forms are forces organizations; Weber would say, beginning his chapter on power structures. It cannot be believed, however, that Roman expansion is exclusively a conscious destination of Rome through its ruling elites. The continental expansion of Rome was influenced by capitalist interests, although not exclusively conditioned by them. It must be borne in mind, however, that economic constraints, inevitably, in their dynamization process, would change not only the economic structure, but also the few forms according to their directivity and intensity.
