Gender and sexuality in the documentation of the brazilian National Congress: an analysis in two historical periods (1940–1987) and (1988–2024)

Abstract

This study investigates the meanings attributed to issues of gender and sexuality based on bills from the Brazilian National Congress between 1940 and 2024. The research was divided into two periods: 1940–1987 and 1988–2024. In this article, we analyze documents from the first interval, identifying how the terms gender and sexuality were used and how their meanings were constructed. For contrast, we draw on the period from 2021 to 2024, highlighting the difference between the conceptual dispersion of the initial period and the current trend toward semantic concentration. This is a qualitative, documentary-based study. The corpus for the first period included 141 documents: 127 on gender and 14 on sexuality. The analysis aimed to understand the semantic variations of these terms over time and to contribute to the understanding of their different uses in legislative discourse. Master’s student in Education at the Federal University of Rio Grande do Sul (UFRGS). Specialist in Teaching Human Rights Education at Facuminas Institute – IFEL (2025). Holds a Bachelor's degree in Science Education from the Federal University of the São Francisco Valley (UNIVASF, 2024). Participated as a scholarship holder in the Pedagogical Residency Program (2022–2024), within the Science Education subproject at the Senhor do Bonfim/BA campus, funded by the Coordination for the Improvement of Higher Education Personnel (CAPES). Member of the Study Group on Education and Gender Relations (GEERGE/UFRGS). Member of the Study and Research Group on the Social Production of Space (GEPPSE/UNIVASF). Participates in the following research projects: "Cultural and pedagogical processes of governing gender and sexuality relations in school culture: reiterations and transgressions of the norm" – UFRGS, and "Geography, Education, Gender, and Sexuality: Investigating socio-spatial practices in the school environment" – UNIVASF, both funded by the National Council for Scientific and Technological Development (CNPq).
