Dinâmica dos Vazios Urbanos no Limite da Ocupação Urbana do Município de São Carlos, SP (Urban voids dynamic on the border area of urban occupation in a Brazilian City)

A urbanização sem o devido planejamento ocorre não apenas no Brasil, mas em diversos países, principalmente aqueles de economias emergentes ou marginalizados. Esse fenômeno gera consequências negativas à cidade e ao entorno, como a formação de vazios urbanos. A investigação da dinâmica dos vazios urbanos de um município é essencial para um planejamento adequado e coerente. Assim, o presente artigo buscou analisar a dinâmica dos vazios urbanos no limite da mancha urbana do município de São Carlos, São Paulo. A investigação foi feita com a utilização de Sistemas de Informação Geográfica analisando-se quatro períodos (1998, 2004, 2010 e 2014) com relação à dinâmica dos vazios urbanos bem como uma comparação da realidade com o previsto no Plano Diretor de 2005. Os resultados mostram um crescimento no número de vazios no período analisado, acompanhando o crescimento da mancha urbana. Além disso, comparando os dados obtidos com o Plano Diretor, percebe-se que esta dinâmica não segue o planejamento estabelecido à nível municipal. Assim, fica claro que a especulação imobiliária no município de São Carlos leva ao crescimento desordenado da mancha urbana, inclusive não se atentando ao zoneamento estabelecido no Plano Diretor. Evidencia-se, portanto, a relevância de estudos como este que possam embasar as políticas públicas assim como justificar a aplicação de instrumentos do Estatuto da Cidade.
A B S T R A C T
The urbanization without planning occurs not only in Brazil but in several countries, mainly in emerging or marginalized economies. This phenomenon generates negative consequences for the city and the environment, such as the formation of urban voids. The investigation of the urban voids’ dynamics of a municipality is essential for an adequate and coherent planning. Therefore, this paper aims to analyze the urban voids’ dynamic in the limit of the urban area of São Carlos, São Paulo. The investigation was carried out using a Geographical Information System analyzing four periods (1998, 2004, 2010 and 2014) with respect to the dynamic of urban voids as well as a comparison of the reality foreseen in the master plan from 2005. The results showed an increase in the number of urban voids in the analyzed period, which follows the growth of the urban area. In addition, comparing the obtained data with the master plan, is perceived that this dynamic does not follow the planning established at the municipal level. Thus, it is clear that property speculation in São Carlos leads to the disorderly growth of the urban area, including not taking into account the zoning established in the master plan. Thereby, it is evident the relevance of studies like this, which can support public policies as well as justify the application of instruments of the Estatuto da Cidade.
