El artículo tiene como objetivo central presentar una reflexión sobre la naturaleza del Prometropole -Programa de Infraestructura en Áreas de Bajos Ingresos de la Región Metropolitana de Recife (RMR) - Brasil, siendo una política pública social en el actual contexto de crecimiento económico – que todavía no devela el desarrollo humano en su plenitud – en una área de la RMR bañada por el rio Beberibe. Lo anterior se realiza a partir del análisis de la naturaleza de sus acciones, que son orientadas para la promoción de vivienda digna para las poblaciones ubicadas en el asentamiento informal denominado Arcoíris y del Conjunto Habitacional Saramandaia, haciendo valer uno de los derechos fundamentales contemplados en la Constitución Federal Brasileña. La revisión de literatura concerniente a la temática y conocimientos empíricos de algunos territorios atendidos por el Prometropole constituyen los elementos básicos de la metodología de la presente investigación.Downloads
